Matthew is a planner with experience in the private and public sectors with a special interest in history and technology. His experience includes working on numerous Housing Elements, Zoning Code Updates, and wrangling with ancient ordinances. He looks forward to working on any unique challenge your jurisdiction has in making its ordinances ready for the 21st Century.

Conflict of Interest Policy

Front Street Planning is composed of moonlighting current employees of public sector agencies in California who dedicate their off-hours to building this product. In compliance with California Government Code Section 1126, we "shall not perform any work, service, or counsel for compensation outside of his or her local agency employment where any part of his or her efforts will be subject to approval by any other officer, employee, board, or commission of his or her employing body."

To comply with this requirement, we agree in relation to this enterprise and our daytime local agency employer that:

  1. We will not work on our local agency employer's time, facilities, equipment, or supplies to produce work for this business.

  2. We will not solicit work from or execute contracts with:

    1. Any division or department of our local agency employer's organization.
    2. Any regional organization or agency for which our work products are subject to approval by any other officer, employee, board, or commission of our local agency employer.
    3. Planning contractors actively soliciting bids or currently performing contracted work with our local agency employer's Planning Department.

  3. We will make no representation that this business is a customer of, has completed work for, or is endorsed by our local agency employer.

  4. We will not produce products or perform an act that later will be subject directly or indirectly to the control, inspection, review, audit, or enforcement of our local agency employer.

  5. We will manage time whereas our outside employment will not render performance of our duties as a local agency employee less efficient.
